The Legal Campaign to Determine Iraq's Fate
(Dissolution of Armed Parties and Protection of Democracy)

To the People of Iraq,
Driven by a firm conviction that change cannot be achieved through compromises with the forces of uncontrolled weapons, nor through slogans that are never translated into action, and stemming from our responsibility to defend the citizen’s right to a dignified life under a state of citizenship governed by the rule of law, we took the initiative on August 27, 2025, by filing official complaints with the Independent High Electoral Commission (IHEC) and the Department of Political Parties and Organizations against all parties that possess armed formations, as this constitutes a clear and explicit violation of the provisions of the Iraqi Constitution and the effective Political Parties Law.
Experience has proven that what is called “change from within the system” is nothing but a dangerous illusion under the current circumstances. Those who promote it are either dreamers, naïve individuals, or opportunists selling illusions to the people.
Based on this understanding, we took our second step by filing a lawsuit before the Federal Supreme Court against the Council of Representatives, challenging the current Election Law, which contains several unconstitutional articles due to their direct contradiction with the Constitution and their undermining of the principles of justice and equal opportunity among citizens.
The complaints and lawsuits we have undertaken mark the beginning of a path of legal and constitutional opposition, which we present to the public as a declaration of our rejection of a system that imposes its power through force while exploiting constitutional provisions to secure its survival.
We will continue along this path without hesitation until this system is compelled to submit to the rule of law, paving the way for a state governed by the Constitution where laws are applied equally to all, without exception.
Accordingly, we call upon all citizens, civil society actors, and legal institutions to engage in this legal and constitutional course—or to actively and directly support it within its legal framework—as the practical path to confront the dominance of weapons and corruption, to reclaim state institutions on the basis of true citizenship, and to ensure that every individual assumes their responsibility in protecting the Constitution and guaranteeing the application of the law.
Campaign Objectives
Enforcing the Iraqi Constitution, which prohibits militias and armed organizations operating outside the framework of the state.
Protecting the integrity of the electoral process from military and militia interference.
Ensuring citizenship and national sovereignty, free from the influence of weapons and armed groups.
Deterring violators through legal accountability and dissolving parties that act as military arms.
Steps to Participate in the Campaign
Participation takes only one hour, but it is a step capable of saving the nation and its future:
First: Download the three complaint files by clicking on the buttons below.
Second: Make the required simple edits to the Complaint to the Department of Parties and Complaint to the Electoral Commission files, as shown in the images below:
Add the names of the complainants.
Write the addresses.
Specify the capacity (Voter).
These steps are illustrated in the images provided below.




Third: Make two copies of each file:
(Complaint to the Electoral Commission, Complaint to the Department of Parties, and Submitted Evidence).
Fourth: Make copies of the Unified National ID Card and the Voter Card.
Fifth: Go to the nearest office of the Independent High Electoral Commission (IHEC) in your governorate and submit the complaints as follows:
Complaint to the Board of Commissioners
Complaint to the Department of Parties and Political Organizations within the same commission.
